CBP issued the following releases on commercial trade and related matters:
Initial expansion of joint cargo inspection at the Mexico border will only incorporate two sites, but CBP, in announcing some new details of the Mexican accords signed at the beginning of the week (see 1803270013), said unified cargo processing could eventually reach more than a dozen locations. Currently, seven ports of entry have joint inspection. The March 30 announcement also said that the agricultural agreement in the accords will enhance collaboration and information sharing between CBP and the Mexican agency responsible for food safety, including agriculture quarantine inspections at ports of entry.
CBP created Harmonized System Update (HSU) 1804 on March 29, containing 710 Automated Broker Interface records and 166 harmonized tariff records, it said in a CSMS message. Modifications include updates to partner government agency (PGA) indicators, as well as additional changes required under presidential proclamations instituting new tariffs on steel and aluminum (see 1803080025), CBP said. "The KG unit of measure was removed from 99038001 and 99038501. Adjustments required by the verification of the 2018 Harmonized Tariff Schedule (HTS) are included also," CBP said.

The entry status email address for the Food and Drug Administration’s Division of Northeast Import Operations Investigations Branch has changed, CBP Boston said in a public information notice. The new email address, which can be used to request the status of entries within the Northeast Import division’s operational ports, is ORA_OEIO_NE_Imports_IB_Status@fda.hhs.gov. “When e-mailing FDA please include the entry number, commodity (include fresh/perishable if applicable), port of entry, and type of status request in the subject line,” the notice said. “Please expand your request in the body of the e-mail and include documents if applicable.”
CBP is extending the comment period until April 30 on an existing information collection related to the drawback process regulations, it said in a notice. CBP proposes to extend the expiration date of this information collection with no change to the information collected and a decrease of the estimated burden hours associated with the collection.
Panelists at the Center for Strategic and International Studies agreed that the process to determine whether imports violate domestic companies' intellectual property works well, but said once an exclusion order is issued by the International Trade Commission, enforcement can be tricky.
CBP released its March 28 Customs Bulletin (Vol. 52, No. 13). While it does not contain any rulings, it does include recent Court of International Trade opinions and general notices from CBP.
