CBP released its June 13 Customs Bulletin (Vol. 52, No. 24). While it does not contain any rulings, it does include CBP general notices and recent Court of International Trade opinions.
In the June 6 Customs Bulletin (Vol. 52, No. 23), CBP published notices that propose to revoke rulings and similar treatment for bottle bags.
The Customs Rulings Online Search System (CROSS) was updated June 12 with 89 rulings. The most recent ruling is dated June 5.
CBP posted a list of frequently asked questions and a fact sheet on the now required Air Cargo Advance Screening data elements. The FAQs answer questions on who is required to submit ACAS data and CBP's enforcement of violations. CBP said it sees ACAS "as a model for the international community to effectively enhance air cargo security, and will continue to work with the World Customs Organization and the International Civil Aviation Organization as harmonization of air cargo security standards spread[s] to all areas of the globe, further facilitating trade and enhancing security worldwide." The agency also released an implementation guide. Interim final rules for ACAS took effect on June 12 (see 1806110043).

The full excise tax rates for imported alcohol beverages are still in effect, the National Customs Brokers & Forwarders Association of America said in an email to members. "CBP has advised that the instructions" sent out in a January CSMS message "are still in effect," the NCBFAA said. "CBP is working with the [Alcohol and Tobacco Tax and Trade Bureau] TTB for implementing guidance. NCBFAA has spoken to alcoholic beverage importer associations about common questions and continues dialogue with CBP about when the lower rates can be used, how the requirements are to be determined and enforced, and for retroactive claim relief." CBP recently added and then removed updates in a Harmonized System Update related to the excise tax changes (see 1806080006).
