CBP released its July 25 Customs Bulletin (Vol. 52, No. 30). While it does not contain any rulings, it does include CBP general notices and recent Court of International Trade opinions.

Temporary import bonds (TIBs) are allowed for goods subject to the Section 301 tariffs, CBP said in a list of frequently asked questions on the tariffs that took effect on July 6 (see 1807060012). "Any bond posted must be sufficient to cover all relevant duties, taxes, etc., including Section 301 duties," the agency said. Many of the other questions listed were previously addressed during a July 5 call with CBP officials about the tariffs (see 1807050033), a notice in the June 20 Federal Register (see 1806190060), or elsewhere (see 1807160027). Among the issues discussed in the FAQs are submitting entries using Chapter 98 provisions, duty calculation timing for TIBs and foreign-trade zones.

CBP is extending the comment period to Aug. 23 on an existing information collection related to the entry/immediate delivery applications and ACE cargo release, it said in a notice.

The tariff shift rules for the U.S. free trade agreement with the Dominican Republic don't apply in questions of country of origin for government procurement purposes, CBP said in a ruling. Global Resources, the importer of insufflation tubing used to pump carbon dioxide gas during laproscopic surgery, requested a final determination from CBP on the country of origin. The tubing includes clear tubing, blue tubing, filter assembly and fittings, all from China.
In the July 11 Customs Bulletin (Vol. 52, No. 28), CBP published notices that propose to modify rulings and similar treatment for car radiators and Poly Bd R-20LM resin.
