Electronic filing of CBP Form AI-523A “Chain of Custody Emergency Action Notification" will be required Jan. 23 for all shipments of live plants processed at Miami International Airport. CBP Miami had sent out an information bulletin Dec. 18 requiring submission of the form as of Dec. 23, and allowed a grace period of until Jan. 23 for those unable to submit the form electronically. “Importers, airlines and brokers must submit” the form “to the agdis@cbp.dhs.gov mailbox,” and must also send a copy to the Agriculture Department inspection station mailbox at mistfcd@aphis.usda.gov, CBP said. The agency on Jan. 11 clarified that the form must always be sent to both mailboxes with the subject line “CBP-523A AWB: ########## Date: MM/DD/YY,” and that no other documents should be included on the email.
CBP extended restrictions for imports of archaeological material from China that were due to expire Jan. 14, the agency said in a final rule. Effective Jan. 14, the restrictions will remain in place for another five years, through Jan. 14, 2024.

Revenues were flat in the first quarter of fiscal year 2019, as a major decline in corporate income taxes was offset by a sharp jump in tariff revenue, the Congressional Budget Office reports. Customs duties increased by $8 billion, or 83 percent, compared with the same October-December quarter in 2017. CBO said the increase was "largely because of new tariffs imposed by the Administration during the past year."
