CBP upgraded the import specialist position on the government's pay scale late last year to reflect the "enhanced functional expectations which includes applying national regulatory authority and the shift to processing trade at the account level," the CBP Office of Field Operations said in a newly released memo. The memo, dated Nov. 13, 2018, applies to "Journeyman" import specialists. It was posted by the American Immigration Lawyers Association and was produced under Freedom of Information Act litigation. "The trade landscape has become more complex with a heightened vigilance in detecting, deterring and disrupting illicit trade activity," the agency said in the memo. "These significant changes have led to an updated Import Specialist position description that incorporates these transformative trade measures and includes the expanded authorities and expectations." The memo includes an updated position description that includes a broad range of responsibilities, including involvement in enforcement decisions, classification and appraisal verifications. CBP didn't comment on whether those changes have been implemented.
