Clear Terms

Search Primer

Term list: Separate terms with spaces, not commas or semicolons.

Multi-word term: Place inside quotes to ensure an exact match (e.g. "China import").

Acronyms: Use all capital letters to ensure the search is not looking for that letter sequence instead.

Required term: If a term must be included in any resulting articles, prefix it with a plus sign (e.g., +CBP).

Excluded term: If a term should be excluded from any articles being found, prefix it with a minus sign (e.g., -ruling).

Singular form: Always use the singular form when doing multi-word terms (e.g. "russian export control" instead of "russian export controls").

Shortest word form: When you have different word forms in a quoted (multi-word) term, you want to only include the shortest version if it is the last part of the expression (e.g., "entity list" instead of "entity listing" or "entity listed").

CBP Updates Mitigation Guidelines for 'Importations Contrary to Law'

CBP updated its informed compliance publication on "importations contrary to law" to add some new mitigating and aggravating factors. New to the mitigating factors is "clear documentation of remedial measures undertaken to prevent future violations." The aggravating factors now include "several violations in the same transaction (e.g., violations of laws and/or regulations of multiple agencies in the same shipment" and that "the petitioner exhibits a pattern of disregard for its responsibilities under U.S. import laws and regulations."

ICE Partners With NGO on Forced Labor Enforcement

The ICE Homeland Security Investigations Global Trade Investigations Division partnered with Liberty Shared, "a nongovernmental organization with global coverage founded in Hong Kong, to combat forced labor in global commerce," ICE said in a news release. "By using its unique authorities, and by partnering with organizations like Liberty Shared with information about corporate supply chains and financial flows, HSI seeks to gather information that will lead to successful prosecutions and significant steps being made in eliminating forced labor," the agency said. "By eliminating the financial draw of using forced labor, and any profit to be made by the exploitation of human beings to produce goods for market, HSI seeks to have a positive impact on reducing forced labor." The NGO has built a "global infrastructure to support the protection of vulnerable people with many partners in civil society, banking/finance, the legal industry, information service and technology providers," ICE said.
