CBP released its July 15 Customs Bulletin (Vol. 54, No. 27). It contains CBP general notices and recent trade-related court decisions but no customs ruling notices.
The U.S. and Paraguay signed an updated Customs Mutual Assistance Agreement that expands “the ability to share information and strengthens trade facilitation efforts and enforcement capabilities,” CBP said in an emailed July 14 news release. “This revised agreement is a key component to further enhancing our partnership with Paraguay,” CBP Acting Commissioner Mark Morgan said. “The CMAA demonstrates our bilateral commitment to preventing and investigating crimes associated with goods crossing our borders, while simultaneously facilitating legitimate trade.” This CMAA replaces the version that was signed in 2002. Under the revised version, “information exchanged under the agreement may now be used in criminal proceedings by both parties,” CBP said. The U.S. has CMAAs with 82 countries, it said.
The Treasury Department published its spring 2020 regulatory agenda for CBP. The agenda doesn't include any new actions related to Treasury's customs revenue functions. The agenda lists Treasury's CBP rulemakings that are pending at the proposed, interim final, final and completed stages, as well as rulemakings that are long-term actions. The agenda lists the regulation title; past regulation(s), if any; the time frame for the next regulatory action(s), if any; a brief description of the regulation; and a contact party name and telephone number.
CBP issued a new withhold release order on disposable gloves from Malaysia on July 15, the agency's list of WROs said. The WRO applies to disposable gloves manufactured by Top Glove Sdn Bhd and TG Medical Sdn Bhd, it said. CBP issues WROs in response to evidence of forced labor used in a supply chain.
