The four companies and a “training center” in the Xinjiang region of China that are now subject to withhold release orders (see 2009140017) were involved in imports of more than $200 million worth of goods in fiscal year 2019, a CBP spokesman said Sept. 17. “Although there are some shipments currently in transit, we expect to see further trade with these entities significantly reduced as importers shift supply chains to other sources,” the spokesman said. CBP is considering issuing a broader WRO for the region over forced labor concerns.

The Customs Rulings Online Search System (CROSS) was updated Sept 16. The following headquarters rulings were modified recently, according to CBP:
CBP released its Sept. 16 Customs Bulletin (Vol. 54, No. 36). While it does not contain any customs rulings, it contains CBP general notices and Court of International Trade decisions.
CBP offered some clarification to the National Customs Brokers & Forwarders Association of America after the trade group said it is concerned about a recent ruling involving bonded carriers. CBP recently ruled that bonded merchandise can only be carried by non-bonded parties if the bonded carrier first takes physical delivery of the merchandise and obligates its bond to a non-bonded carrier (see 2005290018). “CBP clarified that in the ruling scenario, the goods were not under bond when they were picked up,” the NCBFAA said in a Sept. 16 email. “When a bonded carrier initiates a bonded move, the bonded carrier must start with the goods in its possession. It could have then authorized a third party to act under their bond on any subsequent moves.”
