The Fish and Wildlife Service has downgraded the red-cockaded woodpecker (Dryobates (= Picoides) borealis) from an endangered species to a threatened species. However, restrictions on imports and exports will remain in effect under a 4(d) rule adopted by the agency. The final rule is effective Nov. 25, FWS said in a notice.
The Drug Enforcement Administration is listing ethylphenidate, a central nervous system stimulant, under Schedule I of the Controlled Substances Act, it said in a notice released Oct. 21. Import and export restrictions set by the listing take effect Nov. 21.
The Census Bureau on Oct. 21 updated one port of unlading code name and added multiple ports of unlading codes to the Automated Export System. It updated the code name for the port in Whonnock, British Columbia, and added new codes for ports in Colombia, India, Vietnam and Indonesia.

The Census Bureau is deploying a new fatal error message in the Automated Export System to alert filers that the ultimate consignee country can’t be reported as the U.S. when the ultimate country of destination is neither the U.S. nor Puerto Rico. The response message will be active in the AES certification testing environment Sept. 16 and will go into the production environment Sept. 30, Census said in a Sept. 13 email to industry.
The Census Bureau is adding CG Railway to its list of carriers participating in the ACE Electronic Export Manifest pilot for vessel cargo, CBP said in a Sept. 11 CSMS message. The carrier is “submitting 100%” EEM and will “not be required to submit the CF 1302A -- Cargo Declaration -- Outward with Commercial Forms, in the Document Image System (DIS) or directly to the port of departure in paper form.”
A new exemption for certain defense trade between the U.S., Australia and the U.K. under the AUKUS partnership is now active in the Automated Export System, CBP said in a Sept. 6 CSMS message. The State Department published the exemption in a final rule, effective Sept. 1, that it said will remove export control barriers for a range of items that had previously faced strict license requirements under the International Traffic in Arms Regulations.
The Census Bureau is updating the Automated Export System with Export Control Classification Numbers and a license code to reflect new export controls over advanced technologies announced last week by the Bureau of Industry and Security (see 2409050028). The update adds multiple new ECCNs to the ECCN reference table in AES, Census said in a Sept. 6 email to industry, and introduces new License Code C70 for License Exception Implemented Export Control (IEC), which authorizes certain technology exports to other countries that have put in place similar restrictions.
