CBP Modifies WRO to Allow Entry of Palm Oil Products Produced by Malaysia's FGV Holdings Berhad
Starting immediately, CBP is permitting U.S. entry of palm oil and palm oil products produced by Malaysia's FGV Holdings Berhad and its subsidiaries, after having issued a withhold release order on the company and its holdings in September 2020 (see 2009300012).

The modification of the WRO, announced Jan. 15, means that the U.S. no longer will detain the company's palm oil and palm oil products at U.S. ports of entry, so long as the products are in compliance with U.S. laws.
CBP says this is CBP's first WRO modification in fiscal year 2026, which started Oct. 1, 2025. The agency doesn't modify WROs or forced labor findings until it has evidence demonstrating that the producer of subject merchandise no longer produces, manufactures or mines the subject goods using forced labor.
