Bill Aims to Remove Barriers to US AI Exports

Export Compliance Daily combines U.S. export control news, foreign border import regulation and policy developments into a single daily information service that reliably informs its trade professional readers about important current issues affecting their operations.

The Full AI Stack Export Promotion Act would direct the Commerce and State departments to develop a strategy to eliminate “foreign barriers” to the export of the U.S.'s "full AI stack," which includes AI systems, computing hardware and standards. To further help address those barriers, the agencies would be expected to hold "regular industry listening sessions," set up a hotline for industry to report AI export barriers, and elevate "appropriate diplomatic channels."

According to a summary of the legislation, the bill also would establish "practices and standards to reassure foreign purchasers about the security, privacy, and effectiveness of the U.S. full AI stack." Coordination with allies would be pursued to protect U.S. AI chips and infrastructure from "illicit or adversary access."

In addition, the bill would direct Commerce to create a program for industry consortia to facilitate AI exports. The department would need to devise a "tracker" to measure "AI export success."

The legislation was referred to the House Foreign Affairs Committee.
