Commerce received timely filed requests for withdrawal from review for seven companies, so Commerce is rescinding the review with respect to those seven companies. They are listed in Appendix II of the notice.
Commerce has ordered liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise entered in calendar year 2023, that was exported by companies that are not under review (currently all except Cosmo and JPFL) (ADCVDWeb Message # 4270407).
Cash Deposit Requirements
For companies that remain subject to review, new CVD cash deposit requirements may take effect beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following CVD cash deposit rates:
| Producer/Exporter | CVD Rate (Prelim) |
|---|---|
| Cosmo First Limited and its cross-owned affiliate Cosmo Specialty Chemicals Private Limited | 10.03% |
| JPFL Films Private Ltd. and its cross-owned affiliate Jindal Poly Films Limited | 12.41% |
For all producers and exporters not under review, CBP will continue to collect cash deposits of estimated countervailing duties at the most recent company-specific or all-others rate applicable to the company, as appropriate.
(The period of review is 01/01/23 - 12/31/23. See the notice for additional information, including the scope of the order, potential cash deposit and assessment instructions, etc.)
