China Issues List of Dual-Use Items That Need Licenses for 2026

China last week released its catalog of dual-use goods that will be subject to both import and export licenses for 2026, according to an unofficial translation of a Ministry of Commerce notice. The list, effective Jan. 1, includes various chemicals that can be used in chemical weapons, items used to make drugs, encryption technology, certain aircraft technology, and more.

A ministry spokesperson said the catalog "aims to provide import and export operators with information such as reference commodity names and customs commodity codes for relevant items, thereby facilitating compliant business operations for enterprises."

The ministry also released its catalog of general items that will require export licenses for 2026, according to a separate Ministry of Commerce notice.

The list includes 43 "types of export goods subject to license management," and exporters must apply for a license from the ministry and "complete customs clearance procedures" before they can be shipped. If the good is also listed in China's Dual-Use Export Control List, the exporter "shall apply for and obtain a Dual-Use Item and Technology Export License of the People's Republic of China in accordance with laws and regulations," the ministry said. If "an export license has been obtained but a dual-use item and technology export license has not yet been obtained, a dual-use item and technology export license shall still be obtained upon export; if a dual-use item and technology export license has been obtained, an application for an export license may be waived."
