UK Joins French-German-Spanish Defense Export Pact

The U.K. has formally acceded to the Agreement on Defense Export Controls, a partnership with France, Germany and Spain aimed at removing obstacles to license application approvals.

"The agreement is designed to promote closer integration of defence industries across the contracting parties and streamline export controls for defence-related products," the U.K.'s Export Control Joint Unit said Dec. 10, including by ensuring "no party blocks exports of jointly produced equipment on purely political grounds, where it cannot cite an impact on direct interests or national security." The agreement also includes a de minimis principle that applies "when the value of defence-related components from one or more contracting parties in a final system exported by another is below 20%."

The U.K. added: "The agreement provides a mechanism for consultation and resolution of potential issues, ensuring smoother export processes. It does not override our international obligations, or supersede our export control regulations or decision-making processes."

The country plans to soon publish guidance for exporters, including information about how to submit license applications under the agreement. The U.K. also plans to publish a new open general export license for trade with the countries.
