House Panel Advances Bill to Increase Sanctions Coordination
The House Foreign Affairs Committee approved several sanctions and export control bills Dec. 3, including the Sanctions Lists Harmonization Act, which would require a review of whether individuals or entities included on certain sanctions lists should be included on other sanctions lists (see 2507070022).

Committee Chairman Brian Mast, R-Fla., said the harmonization measure would ensure that "all Interagency sanctions officials are on the same page and working with the same information. This bill is both basic good governance and critical for American national security."
Committee ranking member Gregory Meeks, D-N.Y., said that while agencies are already sharing sanctions information on an informal basis, requiring such coordination is a "reasonable step."
The other bills include:
- Tehran Incitement to Violence Act, which would require the administration to determine whether certain Iranian clerics should be labeled Specially Designated Global Terrorists for calling for the death of President Donald Trump, Israeli Prime Minister Benjamin Netanyahu and other political leaders (see 2511250016)
- Houthi Human Rights Accountability Act, which would authorize sanctions on the Yemen-based Houthis for human rights abuses (see 2503070068)
- Muslim Brotherhood Terrorist Designation Act, which would require the executive branch to designate the Egypt-based Muslim Brotherhood a Foreign Terrorist Organization (see 2507170001)
- Stop Illegal Fishing Act, which would require the president to sanction foreign entities, individuals and vessels that engage in illegal, unreported and unregulated fishing (see 2512020060)
- End the Cyprus Embargo Act, which would ease defense export restrictions on Cyprus (see 2507160070)
- Dismantle Foreign Scam Syndicates Act, which calls for developing a comprehensive strategy, including the use of sanctions, to counter transnational criminal organizations operating online scams against Americans.
All seven bills now head to the full House for its consideration.
