Vietnam Raw Honey: Prelim Results of AD Admin Review

The Commerce Department has published the preliminary results of its antidumping duty administrative review on raw honey from Vietnam (A-552-833). In the final results of this review, Commerce will set assessment rates for subject merchandise from the companies under review entered June 1, 2023, through May 31, 2024.

Commerce has ordered liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested (i.e., all exporters not listed in Commerce's notice) (ADCVDWeb Message # 4254402)

Cash Deposit Requirements

Once Commerce issues its final results, new AD cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

Review average rate. The 12 companies (listed in Appendix II of the notice) not individually examined for the review are: Bao Nguyen Honeybee Co., Ltd.; Daisy Honey Bee Joint Stock Company; Dak Nguyen Hong Exploitation of Honey Company Limited TA; Dongnai HoneyBee Corporation; H.T. Honey Co., Ltd.; Hoang Tri Honey Bee Company Limited; Huong Rung Trading—Investment and Export Company (Huong Rung Co., Ltd.); Nguyen Hong Honey, Co Ltd.; Southern Honey Bee Co., Ltd.; Spring Honeybee Co., Ltd.; Thanh Hao Bees Company Limited; and Viet Thanh Food Technology Development Investment Company Limited (Viet Thanh Food Co., Ltd.).

Vietnam-wide. Commerce preliminarily found that 18 companies for which a review was requested did not establish eligibility for a separate rate, and as such, preliminarily assigned the 18 companies to the Vietnam-wide entity with an AD rate of 60.03%. They are: Bee Honey Corporation of Ho Chi Minh City; Golden Bee Company Limited; Golden Honey Co., Ltd.; Hai Phong Honeybee Company Limited; Hanoi Honey Bee Joint Stock Company; Hanoi Honeybee Joint Stock Company; Hanoibee JSC; Highlands Honeybee Travel Co., Ltd.; Hoa Viet Honeybee One Member Company Limited (also known as Hoa Viet Honeybee Co., Ltd.); Hung Binh Phat/Hung Binh Phat Co., Ltd.; Hung Thinh Trading Pvt.; Huong Viet Honey Co., Ltd.; Nhieu Loc Company Limited; Phong Son Limited Company/Phong Son Co., Ltd.; Saigon Bees Company Limited/Saigon Bees Co., Limited; Thai Hoa Viet Mat Bees Raising Co./Thai Hoa Mat Bees Rasing Co., Ltd./Thai Hoa Mat Bees Raising Co., Ltd.; TNB Foods Co., Ltd.; and Vinawax Producing Trading and Service Company Limited.

Assessment Rates

As part of this administrative review, Commerce also will calculate the AD it will assess importers for entries of subject merchandise entered between June 1, 2023, and May 31, 2024. If these preliminary results are confirmed in the final results, importers of subject merchandise from Ban Me Thuot and Daklak would be assessed AD at importer-specific rates, and importers of subject merchandise from the other companies subject to this review would be assessed AD at the rates listed above.
