- CBP reminded the trade that the agency plans to discontinue the use of the Document Image System for submitting outbound cargo declarations, starting Dec. 1. Carriers and vessel agents can either submit in hard-copy or the Electronic Export Manifest (EEM) via Electronic Data Interchange (EDI) using the Automated Commercial Environment (ACE) EEM application (here).
