The legislation would set the fine for each violation at up to $1.2 million or four times the transaction value, whichever is greater. The current fine is up to $300,000 or twice the transaction value, whichever is greater.

The bill was referred to the Foreign Affairs Committee, of which Self and McCaul are both members. The lawmakers' offices didn't say what prompted the introduction of the legislation.
