BIS Set to Remove Chinese Affiliates From Entity List, US Electronics Supplier Says

The Bureau of Industry and Security has informed U.S.-based Arrow Electronics that it will soon remove several of Arrow’s China-based affiliates from the Entity List, the electronics parts supplier said this week.

Arrow received “official communication” from BIS that it plans to remove those entities from the list by publishing a Federal Register notice in the “upcoming weeks,” said John Hourigan, vice president of public affairs. He also said BIS has “issued a letter granting Arrow Electronics authorization to resume transactions with these entities in advance of that publication.” That letter lasts through Feb. 14 or until BIS officially issues its Federal Register notice, he said.

He said BIS will remove the following Arrow-affiliated entities from the Entity List:

  • Arrow China Electronics Trading Co. Ltd. and its alias, Arrow (China) Electronics Trading Company Limited
  • Arrow/Components Agent Limited
  • Components Agent Limited
  • Components Agents Limited
  • Arrow Electronics
  • Arrow Asia Pac Ltd.
  • Arrow Asia Pacific Limited.

BIS added the affiliates and aliases to the Entity List on Oct. 8 “based on information indicating that these entities facilitated the purchase” of certain electronic components found in unmanned aircraft systems used by Iranian proxies, including Houthi militants (see 2510080006).

Hourigan declined to say whether BIS gave Arrow a reason for the delistings or whether the original listings were a mistake, deferring questions to BIS. A BIS spokesperson didn’t respond to a request for comment.

Hourigan said Arrow is having “direct communications” with business partners to make sure they know BIS is planning to remove the affiliates from the list. The delistings are set to lift stringent export license requirements for exports involving those entities.

Until then, BIS told Arrow, it’s “authorized to resume shipping to and from these entities under the same conditions that applied prior to Oct. 8, 2025,” Hourigan said. “We want to assure our business partners that Arrow has operated -- and will continue to operate -- in full compliance with the United States Export Administration Regulations and all other applicable laws and regulations.”

Hourigan also noted that BIS had added Arrow Electronics (Hong Kong) Co. Ltd. to the Entity List, but Arrow said that business isn’t affiliated with it. “Based on publicly available information, it appears to be a copycat using a similar name,” he said in an email.

“After we learned of this company’s designation on the Entity List, Arrow conducted a comprehensive review of its global partner and customer records and found no evidence -- active or inactive -- of any business relationship with ‘Arrow Electronics (Hong Kong) Co., Ltd.’ We worked closely with U.S. authorities to clarify the basis for that listing and resolve it.”
