Konica Minolta had asked CBP to make a final determination on the country of origin of the printers, according to customs ruling HQ H332745.
"Based upon the facts presented, CBP has concluded in the final determination that the components of the subject multifunction digital printers undergo a substantial transformation in Mexico when made into the final multifunction digital printer units," CBP said.
Any party at interest may seek a judicial review of the determination before the Court of International Trade by May 5.
