Conservative Group: Texas Should Reject Capriglione’s AI Bill

Texas’ House Delivery of Government Efficiency Committee heard testimony on HB-149. Introduced by Rep. Giovanni Capriglione (R), HB-149 attempts to mitigate AI-related harms like algorithmic-based discrimination. The attorney general-enforced bill carries civil penalties for violations. Capriglione told panelists the legislation provides plain language about requirements for companies to disclose to consumers when they’re interacting with AI systems.

Americans for Prosperity Senior Policy Analyst James Czerniawski objected on free speech grounds, raising concerns about the bill’s impact on content-moderation practices. Capriglione said he’s still working with opponents on the legislation, noting NetChoice opposes the bill as written. NetChoice in October recommended Texas update its state privacy law to cover AI issues like deepfake online content.
