China Corrosion Inhibitors: Prelim Results of AD Admin Review

The Commerce Department has published the preliminary results of its antidumping duty administrative reviews on corrosion inhibitors from China (A-570-122). In the final results of these reviews, Commerce will set AD assessment rates for subject merchandise for the companies under review entered March 1, 2023, through Feb. 29, 2024.

Commerce has ordered liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested (ADCVDWeb Message # 4170405).

Commerce said that it is rescinding the review for Jiangyin Delian Chemical Co., Ltd., which had its request for review withdrawn.

AD Cash Deposit Requirements

Once Commerce issues its final results, new AD cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

China-wide rate. Commerce preliminarily found that seven companies didn't establish their eligibility for a separate rate because they failed to provide a separate rate application, a separate rate certification, or a no-shipment certification. The agency preliminarily assigned them to the China-wide entity, with a current rate of 241.02%. See Appendix II of Commerce's notice for a full list.

Assessment Rates

If these preliminary results are confirmed in the final results, importers of subject merchandise from Anhui Trust and Nantong Botao during the period March 1, 2023, through Feb. 29, 2024, would be assessed antidumping duties at importer-specific rates. Importers from Gold Chemical would be assessed AD at the rate listed above.
