its preliminary finding that TRAPA Forest Products Ltd. is the successor-in-interest to Trans-Pacific Trading Ltd., saying that Trans-Pacific changed its name to TRAPA but otherwise continues to operate as the same business entity as before. Commerce said that effective Sept. 23, TRAPA now inherits the AD rate assigned to Trans-Pacific Trading, i.e., 7.8%, the review average rate set in the final results of the AD administrative review published Aug. 19 (see 2408160017).
