Bill Would Restrict NME Content in FTA Goods
Sen. Bob Casey, D-Pa., recently introduced The Market Economy Sourcing Act, which would impose restrictions on goods covered by free trade agreement benefits, so that nonqualifying content also would be scrutinized.

The bill says that if 50% regional value content is required for a good the first five years after that FTA came into effect, no more than 20% of the rest of the content could come from non-market economies, such as Vietnam and China. After that, no more than 10% could come from NMEs.
