South Korea Utility Scale Wind Towers: Prelim Results of AD Admin Review

The Commerce Department has published the preliminary results of its antidumping duty administrative review on utility scale wind towers from South Korea (A-580-902), calculating a zero percent AD rate for Dongkuk S&C Co., Ltd. If the agency's finding is continued in the final results, importers of subject merchandise from Dongkuk entered between Aug. 1, 2022, and July 31, 2023, wouldn't be assessed AD, and Dongkuk's AD cash deposit rate would be zero effective on the publication date of the final results in the Federal Register.

Commerce also preliminarily determined that 15 companies for which the review was requested had no reviewable, suspended entries of subject merchandise during the review period, and is rescinding the review for those 15 companies. The companies are listed in Appendix II of the notice. If this finding is confirmed in the final results, cash deposit rates for these companies will not change, and any entries under their case numbers will be liquidated at the all-others rate.

Commerce has already ordered liquidation as entered for subject merchandise entered Aug. 1, 2022, through July 31, 2023, that was exported by companies that are not under review (i.e., all except the companies listed above) (AD/CVDWeb Message # 3331415).
