OFAC Adds Former Haitian Leader to Non-SDN Menu-Based Sanctions List
The Office of Foreign Assets Control this week sanctioned Michel Martelly, the former Haitian president, who “abused his influence” to help drug traffickers move cocaine and other drugs to the U.S., the agency said.

OFAC added Martelly to its Non-Specially Designated Nationals Menu-Based Sanctions List, which imposes less than full blocking sanctions. The agency said U.S. financial institutions are blocked from making loans or providing credit to Martelly, and any transactions in foreign exchange that are subject to U.S. jurisdiction “and in which Martelly has any interest are prohibited.” OFAC also said U.S. people and companies are blocked “from investing in or purchasing significant amounts of equity or debt instruments of Martelly.”
