Turkey Large Diameter Welded Line Pipe: Final Results of AD Admin Review

The Commerce Department has published the final results of the antidumping duty administrative review on large diameter welded pipe from Turkey (A-489-833). These final results will be used to set final assessments of antidumping duties on importers for subject merchandise from three companies under review entered May 1, 2022, and April 30, 2023.

In the final results, Commerce upheld its preliminary determination of a zero percent AD rate for mandatory respondent HDM Celik Boru Sanayi Ve Ticaret A.S. and applied that rate to two other companies not selected for individual review: Cimtas Boru Imalatlari ve Ticaret, Ltd. and Emek Boru Makine Sanayi ve Ticaret A.S. Importers of subject merchandise from HDM Celik and the other two companies entered between May 1, 2022, and April 30, 2023, won't be assessed AD, and future entries from HDM Celik and the two other companies won't be subject to an AD cash deposit requirement, effective Aug. 20 until further notice.

For exporters of subject merchandise that were not under review (i.e., all except the three companies listed above), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the “all others” rate of 1.57% applies.
