Export Compliance Daily combines U.S. export control news, foreign border import regulation and policy developments into a single daily information service that reliably informs its trade professional readers about important current issues affecting their operations.

Commerce said it made no changes to the preliminary results for the two companies under review.

For exporters of subject merchandise that were not under review (i.e., all except the companies listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate, but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all-others rate of 5.58% applies.

New Cash Deposit Rates Take Effect May 9

For entries on or after May 9, Commerce is setting new AD duty cash deposit rates for subject merchandise produced or exported by two companies, as follows:

ExporterAD Rate
Nippon Steel Corp./Nippon Steel Nisshin Co., Ltd./Nippon Steel Trading Corp.1.39%
Tokyo Steel Manufacturing Co., Ltd.zero

Assessment Rates for Entries October 2021 - September 2022

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Oct. 1, 2021, and Sept. 30, 2022. Commerce will calculate importer-specific assessment rates for entries from Nippon Steel Corporation / Nippon Steel Nisshin Co., Ltd. / Nippon Steel Trading Corporation during that period. The agency will instruct CBP to liquidate entries from Tokyo Steel without regard to AD.

(The review period is 10/01/21 - 09/30/22. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 2311060020 for a summary of the preliminary results of this administrative review.)
