Paper Shopping Bags: Details of AD Order on Turkey
The Commerce Department issued an antidumping duty order on paper shopping bags from Turkey (A-489-849). The order sets permanent antidumping duties, which will remain in place unless revoked by Commerce in a sunset or changed circumstances review. Commerce will now begin conducting annual administrative reviews, if requested, to determine final assessments of AD on importers and make changes to cash deposit rates.

The order details a six-day “gap period” of no AD liability for subject merchandise entered May 2-7, 2024. Commerce may only suspend liquidation for four months after its preliminary AD determination, issued Jan. 3, 2024, without the ITC having found injury (that's extendable to six months, but there was no extension in this case). Commerce will order CBP to liquidate, without regard to duties, any entries during this gap period.
Commerce issued its preliminary AD determinations in January in its concurrent investigations on paper shopping bags from Cambodia, China, Colombia, India, Malaysia, Portugal, Taiwan and Vietnam (see 2401030046). It also issued its preliminary countervailing duty investigations on paper shopping bags from India and China in November (see 2311030057).
AD Suspension of Liquidation Instructions
Suspension of liquidation resumes for all entries of subject merchandise from Turkey entered on or after May 8, the date that the final ITC affirmative injury determination was published.

An AD cash deposit requirement is also back in effect for subject merchandise entered on or after May 8, equal to the rates listed below:
