China Wooden Cabinets and Vanities: Prelim Results of AD/CVD Admin Reviews
The Commerce Department has published the preliminary results of its antidumping and countervailing duty administrative reviews on wooden cabinets and vanities and components thereof from China (A-570-106/C-570-107). In the final results of these reviews, Commerce will set AD assessment rates for subject merchandise for the companies under review entered April 1, 2022, through March 31, 2023, and CVD assessment rates for entries Jan. 1, 2022, through Dec. 31, 2022.

Commerce has ordered liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested (ADCVDWeb Messages # 3202403, 3199416).
In the preliminary results of its AD review, Commerce said that two companies -- Suofeiya Home Collection Co., Ltd., and Linyi Bonn Flooring Manufacture Co., Ltd. -- had their requests for review withdrawn, and that it will end its AD review of these two companies with no change to their AD rates. Likewise, Commerce is ending its CVD review for nine companies that had their requests for review withdrawn. Commerce also said it is rescinding the CVD review for 19 other companies that had no reviewable suspended entries of subject merchandise during the review period. AD Cash Deposit Requirements
Once Commerce issues its final results, new AD cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

No shipments. Commerce preliminarily found 12 companies did not have any exports to the U.S. during the period of review. If this determination is confirmed in Commerce's final results, the cash deposit rates currently in effect for these companies will not change, and any entries reported to be from them will be assessed duties at the China-wide rate. The full list of the companies can be found in Appendix II of Commerce's AD notice.
China-wide rate. Commerce preliminarily found 20 companies did not establish their eligibility for a separate rate because they failed to provide a separate rate application, a separate rate certification, or a no-shipment certification. The agency preliminarily assigned them to the China-wide entity, with a current rate of 251.64%. See Appendix IV of Commerce's AD notice for a full list.
CVD Cash Deposit Requirements
New CVD cash deposit requirements may take effect for some companies beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following CV duty cash deposit rates:

Assessment Rates
If these preliminary results are confirmed in the final results, importers of subject merchandise from Jiangsu Weisen and Ancientree and the 30 average rate companies during the period April 1, 2022, through March 31, 2023, wouldn't be assessed AD. In the final results, Commerce also will set CVD assessments for importers of subject merchandise entered Jan. 1, 2022, through Dec. 31, 2022.
