Census Updates AES to Align With Relaxed BIS Controls on Australia, UK
The Census Bureau recently updated the Automated Export System to revise the types of exports to Australia and the U.K. that can be filed with License Code C33 (No License Required). The update reflects export control changes made last month by the Bureau of Industry and Security, which reduced certain licensing requirements for shipments to Australia and the U.K. as part of the AUKUS partnership (see 2404180035).

Census said it updated License Code C33, which is used for items not subject to a license requirement, to clarify that the code can be used for certain 600-series items and items described in certain Export Control Classification Numbers destined to Australia and the U.K. Previously, the code was eligible only for shipments of certain ECCNs and 600-series items -- including items on the Wassenaar Arrangement Munitions List -- to Canada.
Census also said certain military commodities controlled under ECCN 0A919 no longer need licenses when destined to Australia and the U.K. The agency also stressed that BIS removed military end-use and end-user-based export license requirements for certain cameras, systems or related components, and BIS also loosened requirements for certain “hot section technology” and other items to allow them to be exported to Australia and the U.K. without a license.
Census said its changes to AES will help “exporters and authorized agents to successfully report electronic export information.”
