China Activated Carbon: Prelim Results of AD Admin Review
The Commerce Department has published the preliminary results of its antidumping duty administrative review on activated carbon from China (A-570-904). In the final results of this review, Commerce will set assessment rates for subject merchandise from the companies under review entered April 2022 through March 2023.

Commerce has ordered liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested (i.e., all exporters not listed in Commerce's notice) (ADCVDWeb Message # 3199412)
Cash Deposit Requirements
Once Commerce issues its final results, new AD cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

The 12 companies (listed in Appendix II of the notice) not individually examined for the review are: Bengbu Modern Environmental Co., Ltd.; Carbon Activated Tianjin Co., Ltd.; Datong Hongdi Carbon Co., Ltd.; Datong Juqiang Activated Carbon Co., Ltd.; Datong Municipal Yunguang Activated Carbon Co., Ltd.; Jacobi Carbons AB, Jacobi Carbons Industry (Tianjin) Co., Ltd., Tianjin Jacobi International Trading Co. Ltd. and Jacobi Adsorbent Materials; Ningxia Huahui Environmental Technology Co., Ltd.; Ningxia Mineral & Chemical Limited; Shanxi Industry Technology Trading Co., Ltd.; Shanxi Sincere Industrial Co., Ltd.; Tancarb Activated Carbon Co., Ltd.; and Tianjin Channel Filters Co., Ltd.
China-wide. Commerce preliminarily found that six companies for which a review was requested did not establish eligibility for a separate rate, and as such, preliminarily assigned the six companies to the China-wide entity. They are: Beijing Pacific Activated Carbon Products Co., Ltd.; Shanxi Dapu International Trade Co., Ltd.; Shanxi DMD Corp.; Shanxi Tianxi Purification Filter Co., Ltd.; Sinoacarbon International Trading Co., Ltd.; and Tianjin Maijin Industries Co., Ltd. The China-wide AD rate is $2.42/kg.
Assessment Rates
As part of this administrative review, Commerce will also calculate the AD it will assess on importers for entries of subject merchandise entered between April 1, 2022, and March 31, 2023. If these preliminary results are confirmed in the final results, importers of subject merchandise from Jilin Bright and Ningxia Guanghua would be assessed AD at importer-specific rates, and importers of subject merchandise from the other companies subject to this review would be assessed AD at the rates listed above.
