New AD/CVD Requested on High Chrome Cast Iron Grinding Media From India

A U.S. manufacturer seeks the imposition of new antidumping and countervailing duties on high chrome cast iron grinding media from India, it said in petitions filed last week with the Commerce Department and the International Trade Commission. Commerce will now decide whether to begin AD/CVD investigations, which could result in the imposition of permanent AD/CVD orders on high chrome cast iron grinding media and the assessment of AD/CVD on importers. The investigations were requested by Magotteaux Inc.

Proposed Scope

The petition proposes the following scope for the investigations:

"The scope of these investigations covers chrome cast iron grinding media in spherical (‘ball’) or ovoid shape, with an alloy composition of seven percent or more ([less than or equal to] 7% of total mass) chromium (‘Cr’) content and produced through the casting method. The products covered by the scope are currently classified under Harmonized Tariff Schedule of the United States (‘HTSUS’) subheading 7325.91.00.00. This HTSUS subheading is provided for convenience and U.S. Customs purposes only. The written description of the scope is dispositive."

Commerce Accepting Comments on Petition Support

The Commerce Department is accepting comments on domestic industry support for the petitions to determine whether the petitions meet the dual requirements of support by domestic producers or workers accounting for (1) at least 25% of the total production of the domestic-like product and (2) more than 50% of the production of the domestic-like product produced by that portion of the industry expressing support for, or opposition to, the petition. If the petitions meet these requirements, among others, Commerce will initiate antidumping and countervailing duty investigations. Commerce hasn't yet set a due date for comments.
