China R-125: Prelim Results of AD Admin Review

The Commerce Department has released the preliminary results of its antidumping duty administrative review on pentafluoroethane (R-125) from China (A-570-137). In the final results of this review, Commerce will set assessment rates for subject merchandise from the two company groups remaining under review entered Aug. 17, 2021, through Feb. 28, 2023.

Commerce has ordered liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested (ADCVDWeb Message # 3165414).

In these preliminary results, Commerce is also ending the review for two companies -- Huantai Dongyue International Trade Co., Ltd. and Shandong Dongyue Chemical Co., Ltd. -- after their requests for review were withdrawn.

Cash Deposit Requirements

Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

Assessment Rates

As part of this administrative review, Commerce will also calculate the antidumping duties it will assess on importers for entries of subject merchandise entered between Aug. 17, 2021, and Feb. 28, 2023. If these preliminary results are confirmed in the final results, entries from the Sanmei and Yonghe companies would be assessed AD at importer-specific rates. Entries from any other companies would be liquidated at the China-wide rate of 267.51%.
