BIS Removes 4 Chinese Companies From Unverified List
The Bureau of Industry and Security last week removed four Chinese companies from the Unverified List after it was able to successfully complete end-use checks.

The decision, announced in a final rule effective Dec. 15, removes Chengde Oscillator Electronic Technology Co., China National Erzhong Group, Ningbo III Lasers Technology Co., Ltd. and Xinjiang East Hope New Energy Company Ltd. from the list. The Chinese government owns at least one entity, heavy machinery company China National Erzhong Group.
The announcement comes after BIS in August removed 33 entities from the UVL, including several Chinese technology companies and universities (see 2308210015). The agency said it has seen better cooperation from China on its end-use checks since a 2022 policy change that allowed BIS to begin moving companies from the UVL to the Entity List if the agency is unable to conduct an end-use check on those entities within 60 days (see 2210070006 and 2212060059).
Companies and other parties added to the UVL aren’t subject to additional export license requirements, but they no longer are eligible for license exceptions, and suppliers to those entities must obtain a statement from the UVL party that certifies, among other things, that the party won’t use the shipment to violate export controls.
