CBP Releases Tips for Filing USDA Organic Data in ACE
CBP released a tip sheet for members of the trade community when filing the USDA Agricultural Marketing Service's organic partner government agency (PGA) message set in ACE (see 2312120065). The tip sheet focuses on the differences between an OR1 and an OR2 message set, and disclaimers that are applicable to the organic PGA message sets.

OR1 message sets accept full information from an NOP Import Certificate, the agency said. Meanwhile, OR2 message sets accept the "electronic NOP Import Certificate number and limited additional information," CBP said. There are "significantly lower data submission requirements" for OR2 message sets, and NOP combines data from the electronic NOP Import Certificate with Cargo Release data to ensure "robust oversight of organic imports," the agency said.
CBP also explained what disclaim codes are allowed in ACE. "If an HTS code in ACE is flagged AM7, the filer has the option to use disclaim code A," the agency said. AM7 flags are set for HTS codes that may be organic because there isn't a specific organic HTS code for that product, the agency said. For AM8, there is data required and there are no disclaim codes allowed in ACE.
