Belgium Steel CTL Plate: Final Results of AD Admin Review
The Commerce Department has released the final results of the antidumping duty administrative review on carbon and alloy steel cut-to-length plate from Belgium (A-423-812). These final results will be used to set final assessments of AD on importers for subject merchandise entered May 1, 2021, through April 30, 2022.

New Cash Deposit Rates Take Effect Dec. 14
For entries on or after Dec. 14, the date these final results are to be published in the Federal Register, Commerce is setting new AD duty cash deposit rates for the following company:

Commerce also continued its preliminary finding that the other company selected for review, NLMK Belgium, had no shipments during the review period. NLMK Belgium's AD duty cash deposit rate will not change as a result of this review. Any subject merchandise entered under its AD duty case number will be liquidated at the 5.4% all-others rate.
For exporters of subject merchandise that were not under review (i.e., all except Industeel Belgium), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the "all others" rate of 5.4% applies.
Assessment Rates for Entries May 2021 - April 2022
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between May 1, 2021, and April 30, 2022. Commerce will calculate importer-specific rates for entries from Industeel.
