COAC to Recommend CBP Include Weight Discrepancies in ACE Auto-Matching for In-bond
The Commercial Customs Operations Advisory Committee is set to recommend that CBP amend the ACE auto-matching parameters for in-bond shipments to "account for weight discrepancies when converting between kilograms and pounds." The proposed recommendation was laid out in a document released ahead of the COAC meeting on Dec. 13 (see 2312040050).

The current ACE auto-matching process compares the "cargo's weight, quantity, and BOL number with the information that was submitted on the in-bond entry," the working group said in a background paper on the topic. The information submitted in each filing must be "an exact match" for ACE to change the cargo's release type to a "pre-filed in-bond," the background paper said. "Any discrepancies will not yield a match, resulting in an incorrect ACE cargo release type, as well as causing the in-bond entry to become stuck on file with CBP," COAC said.
"The purpose of this recommendation is to request that CBP implement an allowance window for minor weight discrepancies to improve the ACE auto-matching process," the working group said.
Another proposed recommendation from the COAC is that CBP schedule "outreach sessions" to let carriers know of "in-bond requirements, liability, and consequences of non-compliance." These outreach sessions would be webinars and targeted toward "each respective mode" of transportation, the working group said.
