India Steel Cylinders: Prelim AD Cash Deposit Rates Take Effect

The Commerce Department made a preliminary affirmative antidumping determination that non-refillable steel cylinders from India (A-533-912) is being sold in the U.S. at less than fair value. The agency will impose antidumping duty cash requirements on entries of subject merchandise beginning Dec. 1, the date this preliminary determination is due to be published in the Federal Register.

Non-refillable steel cylinders from India are already subject to suspension of liquidation and countervailing duty cash deposit requirements, which began when Commerce issued its preliminary CVD determination in September (see 2309290027). Current CV rates range from 1.74% to 1.91%.

Commerce calculated a zero percent AD rate for one exporter, Inox India, in its preliminary determination. Inox India will not be subject to AD duty cash deposit requirements until further notice. If Commerce continues to set a zero rate for Inox India in its final determination, any merchandise both produced and exported by Inox India will be exempt from any AD duty order issued in connection with this investigation. Liquidation is still suspended for Inox for CV duty purposes.

​AD Suspension of Liquidation and Cash Deposit Requirements

Commerce will instruct CBP to suspend liquidation for AD purposes for all entries of subject merchandise that are entered, or withdrawn from warehouse, for consumption on or after Dec. 1 (liquidation is already suspended for CVD purposes), and require AD cash deposits as follows:
