New Cash Deposit Rates Take Effect Nov. 6

For entries on or after Nov. 6, when these final results were published in the Federal Register, Commerce is setting new AD duty cash deposit rates for some companies. Exporters that didn't get a rate in this review will continue to get the cash deposit rate set for the respective company in the most recent previous administrative review, and exporters that have never been assigned an AD rate will continue to be subject to the China-wide rate. The new rates are as follows:

ExporterAD Rate
Guangdong Dongyuan Kitchenware Industrial Co., Ltd.5.85%

China-wide. Commerce found that the two companies remaining under review -- Guangdong Yingao Kitchen Utensils Co., Ltd. (Yingao) and Shenzhen Kehuaxing Industrial Ltd. (Shenzhen Kehuaxing) have not established their eligibility for a separate rate -- did not demonstrate independence from Chinese government control, assigning them to the China-wide entity with a rate of 76.45%.

Assessment Rates for Entries April 2021 - March 2022

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between April 1, 2021, and March 31, 2022. For entries from Guandong Dongyuan, Commerce will set importer-specific assessment rates. Entries from Yingao and Shenzhen Kehuaxing will be liquidated at the rates listed above.

(The review period is 04/01/21 - 03/31/22. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 2305030086 for a summary of the preliminary results of this administrative review.)
