HFC Blends: Commerce to Consider AD on R-410B From Mexico Under China Order
The Commerce Department is beginning an anti-circumvention inquiry on allegations that imports of a hydrofluorocarbon blend imported from Mexico that is made using Chinese components is circumventing the antidumping duty order on hydrofluorocarbon blends from China (A-570-028), the agency said in a notice released Oct. 27.

The inquiry covers R-410B from Mexico that is completed in Mexico using Chinese R-32 and R-125 and then subsequently exported to and further processed in the U.S. into the in-scope blend R-410A. It applies country-wide to all imports of such merchandise from Mexico.
Commerce’s preliminary determination in this anti-circumvention inquiry is due in 150 days. If Commerce finds circumvention in its preliminary determination, it may suspend liquidation and require cash deposits retroactive at least to the Oct. 30 scheduled Federal Register publication date of this initiation notice.
