Liquidation Suspended for Caterpillar Subsidiary Factory in Nuevo Laredo
The Office of the U.S. Trade Representative announced that it is seeking Mexico’s review of a labor rights complaint directed against a Tecnologia Modificada plant in Nuevo Laredo. Liquidation will be suspended for entries from the plant until further notice.

According to the request, workers at the plant may have been “denied the right of free association and collective bargaining as a result of interference in workers’ union activities.” USTR said it received a petition from a Mexican labor union that the facility “dismissed a worker in retaliation for undertaking union organizing activity.”
Tecnologia Modificada is a subsidiary of American manufacturer Caterpillar. The plant in Nuevo Laredo produces remanufactured automotive parts.
“Today’s action demonstrates the United States’ steadfast commitment to using the [rapid response labor mechanism] to safeguard workers’ exercise of these fundamental rights,” USTR Katherine Tai said in the news release. “We look forward to working closely with the Government of Mexico to resolve the issues present in this matter.”
This is the 16th rapid response request the U.S. has filed with Mexico, and the 11th in 2023.
