South Korea Large Diameter Welded Pipe: Final Results of AD Admin Review

The Commerce Department has released the final results of the antidumping duty administrative review on large diameter welded pipe South Korea (A-580-897). These final results will be used to set final assessments of antidumping duties on importers for subject merchandise from 23 companies under review entered May 1, 2021, through April 30, 2022.

New Cash Deposit Rates Take Effect Oct. 18

For entries on or after Oct. 18, Commerce is setting new AD cash deposit rates for 20 companies, as follows:

Average rate. Commerce did not individually investigate 21 companies subject to this review, and instead assigned them the rate assigned to HiSteel. These 21 companies are as follows: AJU Besteel Co., Ltd.; Chang Won Bending Co., Ltd.; Daiduck Piping Co., Ltd.; Dong Yang Steel Pipe Co., Ltd.; Dongbu Incheon Steel Co., Ltd.; EEW KHPC Co., Ltd.; EEW Korea Co., Ltd.; Geumok Tech. Co. Ltd.; Hansol Metal Co. Ltd.; Husteel Co., Ltd.; Hyundai RB Co., Ltd.; Il Jin Nts Co. Ltd.; Kiduck Industries Co., Ltd.; Kum Kang Kind. Co., Ltd.; Kumsoo Connecting Co., Ltd.; Nexteel Co., Ltd.; SeAH Steel Corporation; Seonghwa Industrial Co., Ltd.; SIN-E B&P Co., Ltd.; Steel Flower Co., Ltd.; and WELTECH Co., Ltd.

For exporters of subject merchandise that were not under review (i.e., all except the 23 companies listed above), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the “all others” rate of 7.08% applies.

Assessment Rates for Entries May 2021 - April 2022

Commerce is using the rates it calculated in these final results to calculate assessments of AD on importers of subject merchandise for entries May 1, 2021, through April 30, 2022. Commerce will not assess AD for Hyundai Steel for entries during that period. The agency will calculate importer-specific rates for entries during that period from HiSteel, and will assess AD for the rest of the companies subject to this review at the rates listed above.
