China Difluoromethane: Final Results of AD Admin Review

The Commerce Department has released the final results of the antidumping duty administrative review on difluoromethane (R-32) from China (A-570-121). Commerce calculated an AD rate of 145.23% for Taizhou Qingsong Refrigerant New Material Co., Ltd. and its affiliate Taizhou Qingsong Refrigerant New Material Co., Ltd. Subject merchandise from Taizhou entered Aug. 27, 2020, through Feb. 28, 2022, will be liquidated at importer-specific rates. Changes to cash deposit rates from these final results take effect Oct. 12.

For exporters of subject merchandise that were not under review (i.e., all except Taizhou), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate, the China-wide rate of 221.06% applies.

Commerce also found Zhejiang Sanmei Chemical Ind. Co., Ltd., the only other exporter remaining under review, had no shipments of subject merchandise during the review period. Therefore, Commerce rescinded the review with respect to Zhejiang Sanmei, whose cash deposit rate won't change as a result of this review, and any entries under its case numbers during the review period will be liquidated without AD.
