South Korea OCTG: Prelim Results of AD Admin Review

The Commerce Department has released the preliminary results of its antidumping duty administrative review on oil country tubular goods from South Korea (A-580-870). Rates calculated in this review will be used to set assessment rates for importers of subject merchandise from 15 producers and exporters that was entered September 2021 through August 2022.

Commerce has already ordered liquidation as entered, at the cash deposit rate in effect at the time of entry, for entries during the period of review from all exporters not under review (i.e., all except the 15 listed in Commerce's notice) (ADCVDWeb Message # 2347405).

Cash Deposit Requirements

Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for the following companies, beginning on the date of publication of the final results in the Federal Register.

Average Rate. Commerce is not individually investigating 13 companies subject to this review, and instead preliminarily assigned them an average of rates assigned the two individually investigated companies, Hyundai and SeAH. Those companies are: AJU Besteel Co., Ltd.; Dong-A Steel Co., Ltd.; Husteel Co., Ltd.; ILJIN Steel Corporation; K Steel Corporation; Keonwoo Metals Co., Ltd.; Kukje Steel; MSTEEL Co., Ltd.; NEXTEEL Co., Ltd.; Nissei Trading Co., Ltd.; POSCO International Corporation; Sungwon Steel Co., Ltd.; and TGS Pipe.

No Shipments. Commerce preliminarily determined that HiSteel Co., Ltd., had no shipments during the review period. If Commerce continues to find no shipments for HiSteel in the final results, the company's cash deposit rate will not change, and any entries under its case number will be assessed AD duties at the all-others rate.

Assessment Rates

As part of this administrative review, Commerce will also calculate final AD duty assessments on importers of subject merchandise exported by the companies under review that was entered between Sept. 1, 2021, and Aug. 31, 2022. If these preliminary results are confirmed in the final results, importers of subject merchandise from Hyundai and SeAH, the two mandatory respondents in this review, during the period of review will be assessed AD duties at importer-specific rate. Entries of subject merchandise from all other companies subject to this review would be liquidated at the rate listed above.
