India Lined Paper: Prelim Results of AD Admin Review

The Commerce Department released the preliminary results of its antidumping duty administrative review on lined paper products from India (A-533-843). The agency will set assessment rates for subject merchandise for the five companies under review entered September 2021 through August 2022.

Commerce has ordered liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested or a review request was subsequently withdrawn (ADCVDWeb Message # 2342410).

Cash Deposit Requirements

Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

No shipments. Commerce also preliminarily found that JC Stationery (P) Ltd. and M/s. Bhaskar Paper Products had no shipments during the review period. If Commerce confirms these findings in its final results, AD cash deposit rates for these companies will not change as a result of this review. Any subject merchandise entered under their AD case number would be liquidated at the 3.91% all-others rate.

Assessment Rates

If rates set in these preliminary results are confirmed in the final results, Commerce will not assess AD duties on importers of subject merchandise from Navneet during the period Sept. 1, 2021, through Aug. 31, 2022. Subject merchandise from the other exporters under review will be liquidated at the rates set in the final results.
