CBP Again Extends Deadline for DIS Filing Option Before EEM Mandate

CBP again extended a deadline to allow users more time to continue submitting certain documents through the Document Imaging System as it tries to convince more operators to participate in its Electronic Export Manifest pilot, the agency said in a Sept. 19 CSMS message. DIS will continue accepting submissions of “Form 1302A ​​Cargo Declaration - Outward with Commercial Forms” through April 1, CBP said. The deadline was previously Oct. 1, and has been extended multiple times (see 2209200080 and 2303130012).

CBP said it’s continuing to see “increased trade community participation” in the EEM pilot, and the extension for Form 1302A is “intended to provide additional time for affected trade participants to adequately program and test with their assigned CBP Client Representatives.” The agency said filers “currently programming and testing should work towards submitting 100 percent EEM by April 1, 2024.”

CBP had offered DIS for electronic submissions of Form 1302A as an interim step prior to the development of a fully electronic export manifest (see 2207290035 and 2209150014).
