New Cash Deposit Rates Take Effect Sept. 12
For entries on or after Sept. 12, the date these final results were published in the Federal Register, Commerce is setting new AD duty cash deposit rates. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies. The new rates are as follows:
| Exporter | AD Rate |
|---|---|
| Fujian Jinquan Trade Co., Ltd./ Baiyuan Wood Machining Co., Ltd. | zero |
| Yinfeng Imp & Exp Trading Co., Ltd./ Fujian Province Youxi City Mangrove Wood Machining Co., Ltd. | zero |
| Average rate for 29 companies | zero |
Review average rate. The zero percent review average rate applies to 29 companies that demonstrated independence from state control but were not individually reviewed. See Commerce's notice, Appendix II, for the full list.
China-wide entity. Commerce found that Gaomi Hongtai Home Furniture Co., Ltd. did not demonstrate independence from state control and is part of the China-wide entity, with a rate of 220.87%, as adjusted for export subsidies.
No shipments. Commerce continued to find that Fujian Shunchang Shengsheng Wood Industry Limited Company, Xiamen Jinxi Building Material Co., Ltd. and Zhangzhou Green Wood Industry and Trade Co., Ltd. didn't have any exports to the U.S. during the period of review. The cash deposit rates currently in effect for these companies will not change, and any entries reported to be from them will be assessed duties at the China-wide rate.
Additionally, Commerce said it is rescinding the review for China Cornici Co. Ltd., which also had no reviewable shipments. The agency also continued to find that TL Wood Products Inc. and Aventra, Inc. are U.S. resellers and not eligible for review under the regulations, so it is rescinding this review with respect to the two companies.
Assessment Rates for Entries Aug. 12, 2020 - January 2022
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries Aug. 12, 2020, through Jan. 31, 2022. Entries from Fujian Jinquan and Yinfeng will be liquidated without regard to AD duties, and entries from the other companies under review will be liquidated at the rates listed above.
(The review period is 08/12/20 - 01/31/22. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 2303060033 for a summary of the preliminary results of this administrative review.)
