Turkey Large Diameter Welded Line Pipe: Final Results of AD Admin Review

The Commerce Department has published the final results of the antidumping duty administrative review on large diameter welded pipe from Turkey (A-489-833). These final results will be used to set final assessments of antidumping duties on importers for subject merchandise from 10 companies under review entered May 1, 2021, through April 30, 2022.

New Cash Deposit Rates Take Effect Sept. 7

For entries on or after Sept. 7, Commerce is setting new AD cash deposit rates for 20 companies, as follows:

Average rate. Commerce did not individually investigate nine companies subject to this review, and instead assigned them the rate assigned to HDM Celik. The companies are as follows: Borusan Mannesmann Boru Sanayi ve Ticaret A.S.*; Borusan Istikbal Ticaret; Cagil Makina San ve Tic A.S.. aka Cagil Makina A.S.; Spirally Welded Steel Pipe Inc.; Emek Boru Makina Sanayi ve Ticaret A.S.; Erciyas Celik Boru Sanayi A.S.; Mazlum Mangtay Boru Son. Ins. Tar. Urn. San. ve Tic. A.S.; Ozbal Celik Boru San. Tic. Ve TAAH A.S.; and Umran Celik Boru Sanayii A.S.

* Subject merchandise both produced and exported by Borusan Mannesmann Boru Sanayi ve Ticaret A.S. (Borusan) was excluded from the order effective June 1, 2020, and Commerce said it wouldn't initiate a new review of Borusan’s entries. Borusan is only covered by this administrative review for subject merchandise produced in Turkey where Borusan acted as either the producer or exporter, but not both, Commerce said.

For exporters of subject merchandise that were not under review (i.e., all except the 10 companies listed above), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the “all others” rate of 1.57% applies.

Assessment Rates for Entries May 2021 - April 2022

Commerce is using the rates it calculated in these final results to calculate assessments of AD on importers of subject merchandise for entries May 1, 2021, through April 30, 2022. Commerce will not assess AD for HDM Celik, and because the rate assigned to HDM Celik applies to the nine review average rate companies, they also won't be assessed AD either.
