New Cash Deposit Rates Took Effect Sept. 5

For entries on or after Sept. 5, the date these final results were published in the Federal Register, Commerce is setting new AD cash deposit rates. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies. The new rates are as follows:

ExporterAD Rate
Zhejiang Sanmei Chemical Ind. Co., Ltd./Jiangsu Sanmei Chemical Ind. Co., Ltd./Fujian Qingliu Dongying Chemical Ind. Co. Ltd.147.08%
China-wide entity (includes Zhejiang Quhua Fluor-Chemistry Co., Ltd.)167.02%

No shipments. Commerce found T.T. International Co., Ltd. (TTI) did not have any exports to the U.S. during the period of review. The cash deposit rate currently in effect for TTI will not change, and any entries reported to be from TTI will be assessed duties at the China-wide rate.

Assessment Rates for Entries April 2021 - March 2022

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between April 1, 2021, through March 31, 2022. Entries from Zhejiang Sanmei and its affiliates will be liquidated at importer-specific rates, and entries from the other companies under review will be liquidated at the rates listed above.

(The review period is 04/01/21 - 03/31/22. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 2305020005 for a summary of the preliminary results of this administrative review.)
